OLD BUCKENHAM PARISH COUNCIL.

Minutes of the Meeting held on Thursday 7th April, 2005

Present: Mr. A. Joel, Chairman,  Mr. N.Cawston Vice Chairman, Mesdames Leeder, Marshall & Ziman  Messrs, Craven-Romain, Guyton, Norton & Oliver.

 Also present Joan Jenkins,  Mike Bartlett and John Baskerville.

6.         Mr. Baskerville, County Councillor reported on:

·         Planning application for disabled ramp in high school.

·         Park & Ride, opened last week at Thickthorn, we are better served in Norwich than any other city.

·         Adrian Joel on behalf of the parish council, thanked John Baskerville for the last four years as County Councillor.

7.    VAP: A new plan and proposal for a recreation ground is to be sent to the VHMC in time for next weeks meeting.  The Old Buckenham 2000 Trust have turned down a request for a grant for a one-day skate park, but when a permanent facility is allowed they will be able to help.

8.        Village Hall: Youth workers asked to attend Village Hall AGM but were told only inhabitants of the village were allowed as it was against their constitution, PC representative to raise it at their meeting next week and ask the question.  

9.        Village Hall report:  Following the AGM of the VHMC there is still the same committee as last year.  They are very concerned about the state of the car park and this is to be further discussed.

10.     The Green: The Parish Council are still awaiting the result of the planning application for the amenity area.  People have been asked to write in with their support for the scheme.  An official date for the decision is uncertain at the moment but it could be late April.  A quote has been received, for  refurbishment only, of the children’s play area.  The sum is approximately £2,450 + VAT.  The suggestion has been made that the Council source some grants and completely replace the old equipment for new, the clerk is to make enquiries.

10 The Green cont/….

The Green Right Proprietors are planning to place two more dog waste bins and two litter bins around the Green and have asked the parish council for their thoughts.  The parish council have suggested that the dog waste bins be placed at 1) Dog bin , Mill Road Corner 2) Dog bin, opposite St. Andrews Close towards Manor Corner.  Litter bin 1) opposite Hovis House amongst the trees. Litter bin 2) outside the school by the tree that was trimmed last year.  Adrian Joel to ask shop if they will hand out bags for dog waste.  The War Memorial is beginning to look very good, the paving slabs still need to be replaced, but this should be done very soon.  The Old Buckenham 2000 Trust gave a grant, Friends of the War Memorials and local donations also helped to pay for this.  Tree debris is still where EDF left it. 

11. Norfolk County Council:

1)         Norfolk’s Second Local Transport Plan – consultation on priorities, clerk to complete.

2)         Norfolk on the move – booklet kept on file

3)         Local Bus Contracts – being reviewed to start September 2005.

12.  Breckland:

1.         a) Local Development Framework

b) Local Development Framework – community involvement –.  A housing association still has permission for 8 houses

in St. Andrews Close but don’t have the money to build. VAP have been asked to set up a public meeting and ask where housing could be built, parish council to pay for hire of room.

17.     Mr. A Joel – District Councillor  reported on:

·         The new waste vehicles are on the road

·         The County Council are setting up ‘Explore Peddars Way by bus’ from 27th March this will meet up with trains at Peterborough and Cambridge, it starts from Thetford to Swaffham via all the villages along Peddars Way, £3 for one person for day rover ticket.      

18.     Councillors reports:

Norman Cawston reported that in under twelve months they have raised enough money for the next Senior Citizens Christmas lunch party.
